At first I took her for a nun, but now I think more likely she was meant to be a pilgrim. Her maker did a pretty brilliant job with her crepe paper dress, especially the almost origami like wrap of her bonnet turning into shawl, knotted in the back. There are pipe cleaners under her sleeves for arms, and a wooden torso, animated with this great pencil drawn
